ORT Archive documents relating to Russia.

ORT was founded in Russia in 1880 and its work there continued until 1938. It returned to Russia in 1990. The ORT online archive currently holds a variety of documents from the early period, including correspondence, reports, minutes of meetings, press cuttings and publicity materials. This includes the earliest documents we have in the World ORT Archive from the 1880s. More information on activities in Russia can be found in the 1935-1937 & 1996-1998 reports submitted to World ORT's governing bodies and in the World ORT Report (formerly the ORT Yearbook). Provides history and perspectives of the decision to create the Jewish Autonomous Region in Birobidzhan with statistics of Jews making their living in the agricultural sector. Discusses the idea of allowing Jews from the fascist-leaning European countries to settle in Birobidzhan (first quota set at 1000 families and 500 individuals). Calls to further explore the past decision (1923-1926) to allow foreign Jews to settle in other parts of the USSR (Crimea and the south of Ukraine) in light of lack of workforce in those regions and the conclusion that a further 5000 Jewish families from abroad could be resettled there in response to this need. Calls for Jewish community organisations abroad to step up work to facilitate this by promoting the resettlement idea among foreign Jews and setting up a special fund to finance construction in Birobidzhan.

The letter requests permission to allow Tsegelnitski to help liquidate ORT's property in the USSR. Provides statistics about ORT's work in the Soviet Union since the signing of the agreement between the two on May 24, 1928. Explains that it will be very difficult for ORT to liquidate all its assets in the USSR, as mandated by the agreement, without Tsegelnitski. Describes Tsegelnitski as someone who has never been involved in politics, always respected Soviet laws and regulations and has been unfailingly loyal to the Soviet Union in everything he did.

Concerns the plan of action in support of cessation of ORT activities in the USSR. The letter analyses how much the Central Board might be able to withdraw from its bank accounts in rubles in the Soviet Union. The letter relays KOMZET's view that the exchange rate is to be equal to that of the day of deposit, which would mean the total resulting sum of $140,602 (instead of $325,000). According to the ORT-USSR agreement, ORT has the right to move out of the Soviet Union no more than 50% of the total cost of materials brought into the country. Total cost of $70,000 would thus be halved to $35,000. In light of debts incurred by ORT, it can expect no more than $40,000-$50,000. ORT USSR is asking to consider leaving this remaining sum to be used in the Jewish Autonomous Region or other resettlement areas. J. S. Tsegelnitski "is not involved in this work, so [Central Executive] is asked to provide power of attorney to one of the employees of the Moscow branch or regional branches". All ORT's activities are to cease by the agreement's expiration date, even those in support of liquidation.
