Attachment to Memo on Resettlement of Foreign Jews to Birobidzhan and the USSR, 1938.
Provides history and perspectives of the decision to create the Jewish Autonomous Region in Birobidzhan with statistics of Jews making their living in the agricultural sector. Discusses the idea of allowing Jews from the fascist-leaning European countries to settle in Birobidzhan (first quota set at 1000 families and 500 individuals). Calls to further explore the past decision (1923-1926) to allow foreign Jews to settle in other parts of the USSR (Crimea and the south of Ukraine) in light of lack of workforce in those regions and the conclusion that a further 5000 Jewish families from abroad could be resettled there in response to this need. Calls for Jewish community organisations abroad to step up work to facilitate this by promoting the resettlement idea among foreign Jews and setting up a special fund to finance construction in Birobidzhan.
